Runnymede Borough Council’s Community Engagement Event presents the proposals for the planned redevelopment of Egham High Street.

The scheme aims to deliver:

  • New high-quality homes
  • Modern commercial and retail spaces
  • An enhanced public realm for everyone
  • A safer, more welcoming town centre

Site Context

The precinct and its surroundings have been thoroughly analysed at both macro and micro scales to identify the site’s constraints and opportunities.

This analysis provided key information, including:

  • Overlooking constraints and distances from neighbouring buildings
  • Existing green areas
  • Current routes and access points
  • Significant buildings in the area
  • Potential areas for public realm improvements
  • Potential development zone

Egham Town Centre Masterplan (2013)

Commissioned by Runnymede Borough Council (RBC) and Surrey County Council (SCC) a masterplan has been prepared to set out a long-term regeneration strategy for Egham Town Centre, to address declining retail performance, improve public realm, reconfigure town centre movement, and unlock development opportunities across publicly and privately owned sites.

The Egham Precinct has been identified as a potential site for redevelopment within the emerging masterplanning proposals The aim is to deliver a mixed-use redevelopment that provides:

  • A new set of contemporary shopfronts and homes built to modern standards
  • Up to 51 new homes
  • A community hub, retail space, and residential uses on upper floors

The Planning Process

Outline Planning Application - What is it?

  • It sets out the basic idea of a development, for example, how tall the buildings could be and how much of the site they might cover.
  • It sets out a series of maximum parameters for development and secures the key principles for development in relation to land use and massing
  • If approved, it means the council agrees that the overall approach to the site is suitable.
  • The detailed designs come later, in a separate stage called a “Reserved Matters” application.
  • There will be more opportunities to share your views as the detailed plans are developed in future stages.

Quality Homes And Site Aspirations

High-quality, inclusive homes

  • As part of the process, the outline application is supported by an illustrative design. This shows how the outline assumptions could be delivered and helps ensure the quality of the development.
  • The illustrative scheme is a starting point for discussion with stakeholders, including residents and the wider public.
  • The illustrations on this page show how the homes, building heights and shapes, and public spaces could look.
  • There will be further opportunities to view and comment on emerging proposals through the reserved matters process, which will focus on details such as materials, finishes, landscaping, and the exact number of homes to be delivered.

What Happens Next

We will incorporate the feedback gathered today, as well as any received through the methods outlined above, into the outline planning submission, which is expected to be submitted in January 2026.
