Article 4 Direction Class E to C3 use on Strategic Employment Areas

An Article 4 direction enables a local planning authority to withdraw specified permitted development rights across a defined area.

On 29 June 2026, the Council confirmed an Article 4 Direction. The effect of this is that, once the Direction comes into effect, will be to require planning permission for change of use of commercial, business and service use (use class E) to residential (Part 3 of the GPDO, class MA).

The Direction applies to the five Strategic Employment Areas within Runnymede, as defined in Policy IE2 of the adopted Runnymede 2030 Local Plan.

The Direction was made by the Council on 30 January 2026 and a public consultation took place between Friday 30 January and Friday 13 March 2026, with the Direction being confirmed on 29 June 2026 after having taken into account the representations received during the consultation period. The Direction will come into force on Monday 8 February 2027.
