Article 4 Direction Class E to C3 use on Strategic Employment Areas
An Article 4 direction enables a local planning authority to withdraw specified permitted development rights across a defined area.
Article 4 Direction relating to removal of permitted development rights to change of use from Class E (commercial class) to C3 (residential)
The 17 December 2025 Planning Committee recommended the approval of the making of a non-immediate Article 4 Direction to remove the permitted development rights to change use from Class E (commercial business or service) to C3 (residential) on the five Strategic Employment Areas within Runnymede Borough.
The Committee also agreed that a period of public consultation should take place for a 6-week period on this proposal. This consultation is taking place between Friday 30 January 2026 to Friday 13 March 2026 at 5pm.
If confirmed, by the Planning Committee, the Direction will come into effect on 8 February 2027.
