Draft Recommendations
As part of the current Community Governance Review (CGR) of the Englefield Green Area, under the terms of reference published on 21 July 2025, the Council has made the following draft recommendations in relation to the creation of a Parish Council covering the existing Neighbourhood Plan Area (NPA)
That:
a. the parish of Englefield Green should be created.
443 respondents to the initial consultation survey were in favour of the creation of a parish council and 143 against. Therefore, the draft recommendation is that a parish council should be created.
b. the parish will not be warded.
Government guidance is that "the warding of parishes in largely rural areas that are based predominantly on a single centrally located village may not be justified. After careful consideration it has been decided that if the outcome of this review is in favour of creating a parish council, warding the parish will not be recommended".
c. the name of the parish council should be Englefield Green parish council.
d. the parish council for Englefield Green shall consist of 14 councillors.
The National Association of Local Councils (NALC) provides guidance on the number of councillors appropriate for parish councils, based on the size of the local population. It suggests that while five councillors are the legal minimum, this is often too few for effective decision-making. A practical minimum of seven and a maximum of 25 councillors is recommended. For an electorate of around 6,500 – such as in the proposed Englefield Green parish – NALC recommends 14 councillors. This number is considered sufficient to represent the community effectively while keeping the council size manageable.
