Local planning authorities must prepare a vision as part of the Local Plan, to help set the direction for change for an area over the plan period. The vision provides the framework which will guide the Local Plan’s spatial strategy and policy development.
It should set out key aims and objectives for the Runnymede area over the plan period; but it can also be used to reflect longer-term ambitions stretching beyond the plan period.
Pulling together the themes discussed in earlier sections of this consultation, and considering your comments, we will develop a vision for Runnymede that acknowledges the need for sustainable development, and which protects and enhances the characteristics and features we most value.
To help identify key priorities for Runnymede, we have considered national planning policies, and issues specific to the Runnymede area (informed by baseline information and other local evidence). We have also drawn from baseline information, to assess strengths, weaknesses, opportunities and threats (SWOT) that are relevant to the Runnymede area.
This SWOT analysis has been informed by internal engagement to understand wider corporate priorities, values and objectives that may be relevant for the vision:
This exercise has helped us understand the context of the area and identify factors that are likely to have greatest impact on the direction of growth over the plan period (and potentially beyond). The following document describes a series of key issues facing the Runnymede area, and a set of proposed spatial priorities that a new Local Plan could help address:
Once we’ve received your feedback and made any amendments to these, they will feed into the ‘visioning’ exercise at next stage of plan-making. This will help establish the ambition for growth across Runnymede, and enable us to identify ‘measurable outcomes’ to help monitor progress towards meeting that ambition.
