The Site is located in the Green Belt and currently comprises a dilapidated Rugby Club Pavillion and associated recreational ground with two sports pitches, children’s communal play area, and a skate park.
The site is surrounded by a beautiful mature woodland and grassland habitat but is currently relatively inaccessible and subject to significant challenges with anti-social behaviour. Our proposal looks to create a new inclusive facility which celebrates the beauty of the greenbelt and promotes accessibility for all ages.
Consultation process
Since April 2026, the project team has carried out extensive consultation with community groups, ward councillors, Surrey Police and local residents. Feedback gathered through engagement events has helped shape the proposals and will continue to inform the project through the planning process.

Key changes and features included in the design in response to community feedback are:
Accessibility of the Current Site
- New accessible pathways will connect key areas of the park, making the site easier to use for wheelchair users and those with reduced mobility.
- Improved access from Firbank Place will reduce the need to walk along Kings Lane.
Safety and Security
- The design incorporates passive surveillance, well-used walking routes and low-level lighting to help create a safe environment.
- Additional security measures can be introduced if required.
Accessibility for Disabled or Low Mobility Users
- Inclusive play equipment, accessible routes, raised planting beds and step-free access throughout the pavilion will support users of all abilities.
- Dedicated parking for mobility scooters and buggies is included.
Playspace for All Ages
- A variety of play equipment is proposed for children aged 2-12, catering for both younger and older children.
Natural Play Equipment and Biodiversity Trails
- Natural play features and enhanced landscaping will improve biodiversity, with new trees, wildflower areas and habitat creation across the site.
Inclusion of Community Greenhouse
- A community orchard and growing area are included, with space for a greenhouse to be added in the future if desired.
Inclusion of Gym and Basketball Court
- Existing basketball facilities will be retained and complemented by a new outdoor community gym.
Inclusion of a Sensory Garden
- The community orchard and planting areas will provide opportunities for sensory activities and quiet enjoyment.
Provision of Facilities for Older Generations
- Community growing spaces, the café and flexible indoor areas will support activities for older residents alongside younger generations.
Flexible Use of Space
- The pavilion can be adapted for different group sizes and activities, with flexible hall space and catering facilities.
Social Spaces for Residents
- The café and outdoor seating areas will provide informal spaces for residents to meet and socialise.
Improved Access from Firbank Close
- A new accessible pathway will connect Firbank Close to the building and wider park network.
Storage Facilities for Maintenance Equipment
- Dedicated storage will be provided for grounds maintenance equipment and sports facilities.
Consideration of Parking and Lighting Design
- Low-level lighting will focus on key areas such as the entrance and parking spaces while minimising impacts on local wildlife.
The proposals aim to create an accessible, inclusive and sustainable community park that meets the needs of residents of all ages while enhancing the site's environmental value.
The Planning Process
The planning application is expected to be submitted in Autumn 2026. Subject to approval, the Kings Lane Community Centre is anticipated to be completed by Summer 2029.
What Happens Next
We will incorporate the feedback gathered today, as well as any received through the methods outlined above, into the outline planning submission, which is expected to be submitted in January 2026.
