You have the right to enjoy your home in peace, quiet and safety. If you are experiencing inconsiderate behaviour from neighbours, there are several steps you can take.
If the person causing the nuisance is a council tenant, our tenancy management team can also support you.
Antisocial behaviour
Antisocial behaviour is a broad term that is used to describe behaviour that may affect your quality of life and the peaceful enjoyment of your home.
This could include unacceptable levels of noise, verbal abuse, harassment, threatening behaviour, drugs and alcohol misuse and other behaviour that causes or is likely to cause harassment, alarm or distress.
Complaints about, for example, household noise, are often reported to us as anti-social behaviour. Common complaints include children playing, doors closing, furniture being moved and hearing footsteps.
These matters would not be considered antisocial behaviour. Your neighbour may not be aware that they are causing a problem, and you may be able to resolve the issue quickly and easily without reporting it. The first step with is to talk to your neighbour and make them aware of the issue you have. This is normally the quickest way to resolve the issues.
Our ‘dear neighbour’ cards can help you to do this. Download a card or pick one up from the Civic Centre. The cards can be dropped off anonymously to let your neighbour know they may have caused a noise. Please remember when approaching your neighbour to remain calm and polite and don't deliver anything to them that could cause alarm or offence as this could make the situation worse
Report antisocial behaviour
If you have been unable to resolve issues yourself or do not feel comfortable doing this, you can report antisocial behaviour using the options below. You should always call the police if you have a serious, urgent problem, that requires an immediate response. You should also contact the Police if you witness criminal activity or are the victim of a crime.

Report by phone

Our team is available within working hours 8.30am to 5pm, Monday to Thursday 8.30am - 4.30pm Fridays.
Emergency
Always call the police on 999 if a crime is happening nearby, if someone is injured, being threatened or in danger.
Non-emergency
Call the police on 101 to report antisocial behaviour when it is happening. Alternatively, you can make an online report to Surrey Police.
Reporting noise complaints
We can investigate noise problems that may be causing a ‘statutory nuisance’. This means noise that is interfering with the use or enjoyment of a person’s home or affecting a person’s health.
The first steps to doing this is keeping a log of incidents and issues as well as using the Noise app to record what you are hearing.
To report Noise complaint online
To use the Noise app by Downloading the Noise App 2.0 from your Google Play or Apple App store.
Create your account and select the Runnymede Borough Council as the organisation you wish to submit your noise complaint to.
Start recording the noise you are experiencing and capture your evidence in real time, using the Noise recording log sheet.
By doing this we will be able to review your recordings and agree next steps and actions with you around what can and cannot be done to help support and resolve your concerns
Next steps
If you report antisocial behaviour to us a specialist antisocial behaviour officer will aim to get in touch with you as soon as feasible to investigate your complaint, explain options available and agree an action plan with you for next steps.
