Actions in council-owned housing
We are committed to improving the energy efficiency of social housing we own where possible. From 2021, our new build homes target the highest EPC level rating of A, and all existing properties will achieve an EPC C as a minimum by 2030. In accordance with your Runnymede Housing Asset Management Plan 2021-2026, which has a strategic focus on environmental sustainability, bringing 498 properties up to an EPC C is estimated to deliver carbon saving of 709 tonnes per year from 2030.
The Council has had significant success with external grant funding to complete these works. We gained £1.8m through the Local Authority Delivery (LAD) Scheme phase 1, which includes 30% match funding from the Council. A further £320k through the LAD3 scheme enabled the installation of 57 energy efficiency improvements in 34 Runnymede households had an estimated energy saving of 40.75 tonnes per year.
Council-owned homes further benefitted from a £2.5million boost with energy efficiency measures, including solar PV, loft insulation, and cavity wall insulation, installed in 101 properties saving an estimated £368/year in energy bills and 835kg/year in emissions. There was more good news in 2025 as the Council was awarded a further £1.3 million which, alongside a further £1 million from the Council, will see a further wave of energy efficiency measures installed at 144 properties across the borough. Under this latest funding, 22 properties have also been identified for low-carbon heating systems.
This work demonstrates our commitment to the Government’s Decent Homes Standard. In the 2024 calendar year, 144 properties had new doors installed, 237 had new windows installed, and 272 had new boilers and insulation installed. We have more to do and will continue to implement similar measures across our Council-owned properties to meet the Decent Homes Standard for all tenants.
