Public speaking at Full council: A person who wishes to speak or ask a question must submit a written request to the Chief Executive and email email Democratic.services by 9.30am on the eighth working day before the Full Council meeting (ie for a meeting on a Thursday the request must arrive by 9.30am on the Monday beforehand
