Public speaking at Full council: A person who wishes to speak or ask a question must submit a written request to the Chief Executive and email Democratic.services by 12 noon on the fifth working day before the Full council meeting (ie for a meeting on a Thursday the request must arrive by 12 noon on the Thursday beforehand)
