On 19 August 2026, the Thorpe Neighbourhood Forum submitted a formal request for a Community Governance Review (CGR) of the Thorpe Neighbourhood Area and the surrounding area which forms the current Thorpe borough ward. This request included a proposal to establish a parish council for the larger area.
Following this, a report was presented to Corporate Management Committee on 15 October 2026 and subsequently approved by Full Council on 22 October 2026. As a result, the Terms of Reference and Timetable for the CGR were officially adopted.
The area shown in the proposal is not fixed. As part of the Community Governance Review, we are consulting on the proposed parish boundaries and welcome suggestions for changes to the proposed area.
The timetable allows for two rounds of consultation with residents, business in the area and other statutory consultees. The first round of consultation will be open between 23 October 2026 and 18 December 2026. The feedback from this consultation will help form draft recommendations which will be reported to Runnymede Full Council in February 2027 before a second round of consultation is undertaken and final recommendations presented to West Surrey Council at a later date. West Surrey Council will have succeeded Runnymede Borough Council by that point.
We are now inviting residents and other interested parties to share their views on these proposals. Your feedback is important and will help inform the draft recommendations. This survey will close on 18 December 2026.
