Statement of Licensing Policy Consultation - Gambling Act 2005

Runnymede  Borough Council is the Licensing Authority under the provisions of the Gambling Act 2005 (the ‘Act’), as such it is responsible for the administration and enforcement of Premises Licenses and Permits under the Act. 

Under the ‘Act’, the Local Authority must prepare a written Statement of Licensing Policy, and have regard to the guidance issued by the Gambling Commission.

This Statement of Licensing Policy sets out how the council will carry out its licensing functions with a view to promoting the three licensing objectives: 

  • Preventing gambling from being a source of crime and disorder, being associated with crime and disorder, or being used to support crime; 
  • Ensuring that gambling is conducted in a fair and open way; and 
  • Protecting children and other vulnerable persons from being harmed or exploited by gambling 

The ‘Act’ requires the council to prepare a Statement of Licensing Policy every three years.
A draft Statement of Licensing Policy for the period 31 January 2022 to 30 January 2025 has been prepared and it is proposed that this will replace the existing Policy.
