Who are we and what services do we provide?

Runnymede Borough Council plays a key role in managing flood risk, particularly under the framework established by the Flood and Water Management Act 2010. Additionally, we contribute to local emergency planning and flood response efforts under the Civil Contingencies Act 2004. We also work with communities to raise awareness, support resilience efforts, and facilitate recovery after flood events.

What personal information do we collect?

We collect the following information to manage flood risk and emergency response to flood incidents, including providing grants and support.

  • Identity data [name of property owner or tenant, property address, contact details]

In addition to the information above where you are requesting financial support or assistance, we may process the following information.

  • Financial information [bank account, payments made or received]
  • Insurance details
What lawful basis is engaged?

Our lawful basis for the above purposes is as follows.

  • Public task - we need to collect or use your information to carry out a task laid down in law, which the law intends to be performed by an organisation such as ours.
    • Flood and Water Management Act 2010
    • Civil Contingencies Act 2004

All your data protection rights may apply, except the right to erasure and the right to portability.

Who has access to your personal data?

Where we use processors, they may process your data to provide us with services necessary to meet our objectives. We ensure that there are appropriate agreements in place to protect your data, and it is only processed under our instruction.

Who do we share data with?

Our obligations for flood risk are part of a broader system involving multiple Risk Management Authorities (RMAs). We are required to share data with these authorities to meet our responsibilities.

  • Environment Agency (strategic oversight and main rivers)
  • Surrey County Council, the Lead Local Flood Authority (surface water, groundwater, and ordinary watercourses)
  • Water and sewerage companies
  • Internal Drainage Boards
  • Highways Authorities

We ensure that all sharing is lawful and appropriately documented. We will not share the information for a reason that is incompatible with the purpose your information was collected, unless there is a legal requirement to do so, an exemption applies, or we have been given consent.

How long do we keep your personal data?

We will keep all records relating to flood risk properties until our responsibilities have been discharged.
