Tenancy policy and strategy

Types of tenancies

Lifetime tenancies

A lifetime (or Secure) tenancy is when a tenant can live in their home for the rest of their life as long they comply with their tenancy agreement. Historically, the Council only offered lifetime secure tenancies.  We continue to offer new lifetime tenancies to those moving into Independent Retirement Living schemes in some circumstances when tenants are transferring to another home, for example if they are downsizing.

Introductory tenancy

New council tenants, except IRL tenants, are given an introductory tenancy. To ensure that the conditions of tenancies are met, we will visit the tenant twice during their introductory period and offer additional tenancy support if needed.

Flexible tenancies

Flexible tenancies help make sure you get the right type of home when you need it and enable landlords to make the best use of their social housing properties. Flexible tenancies have the same right as secure tenancies but your tenancy has a fixed end date.

The Council offers a 5- or 10-year Flexible Tenancy depending on your circumstance and needs.

  • Five-year fixed term tenancies
    • Where all the children in the household are over 16
  • Ten-year fixed term tenancies
    • All new tenants are entitled to a secure tenancy or where it is a family size property (more than 1 bedroom) and any child is under 16 years of age
