How we spend neighbourhood CIL funds
As there are no parish or town councils in Runnymede, the CIL Regulations state that the charging authority (Runnymede Borough Council) must retain the neighbourhood portion of CIL monies received, and engage with local communities where development has taken place to agree how best to spend the neighbourhood funding (including on any infrastructure priorities identified in adopted Neighbourhood Plans).
Neighbourhood CIL funds can be used on a wider range of projects than the strategic portion, provided it addresses the demands that development places on an area.
We have recently run a survey to explore local infrastructure priorities for different neighbourhoods across Runnymede. We are now analysing the outcomes, and will share the results on this page shortly.
A neighbourhood CIL bidding round is being run this summer - details are available on Neighbourhood CIL bidding round 2025 web page.
The following Neighbourhood CIL Funding Guidance Notes have been produced to help prospective applicants understand who can apply; what types of project will be eligible; what information will be required as part of an application; and how bids are assessed:
If you have a potential neighbourhood CIL project in mind, it is recommended that you get in touch with your local ward councillor(s) in the first instance to discuss the project. Councillor details can be found on our website.
Please also consider signing up to the Planning Policy & Strategy Consultation Database for updates on CIL consultations and bidding timescales.
