Licensing Act 2003 information

The objective of the Licensing Act 2003 (the Act) is to provide clear, transparent framework for making decisions about applications by individuals or businesses wishing to sell or supply alcohol or provide certain types of regulated entertainment and late-night refreshment.

The Act is administered by licensing authorities (Runnymede Borough Council). Under the Act, the licensing authority’ responsibilities are delegated to the authority’ licensing committee. The licensing committee is responsible for considering and proposing the authority’ statement of licensing policy, and for taking decisions on specific licence applications or issues. There are four licensing objectives which underpin the ‘Act’, and which need to be considered and promoted throughout the licensing process. Each of these objectives is of equal weight. The licensing objectives are

  • the prevention of crime and disorder
  • public safety
  • the prevention of public nuisance and
  • the protection of children from harm

If you are an applicant or the holder of premises licence, club certificate or you are designated premises supervisor or manager of premises it is important that you have good working knowledge of the Licensing Act 2003 and the accompanying guidance issued under section 182 of the ‘Act’.

We encourage you to make yourself familiar with the ‘Act’ and guidance. This will assist you in promoting the licensing objectives and keeping your customers and staff safe.

Under the ‘Act’, licensing authorities are required to prepare statement of licensing policy which sets out how licensable activities will be regulated and how licensing functions will be exercised in their areas, as well as expectations of licence holders and operators. You should also be familiar with the Statement of Licensing policy

Runnymede do not have access to the GOV UK online forms and payments website.

To submit your applications, use the downloadable forms and submit either by post or email. If you are applying for new premises or club licence or variation to an existing premises or club licence, please ensure you follow the information on out applications page.
