Sites allocated in the emerging Runnymede 2030 Local Plan

Housing allocation at Longcross Garden Village (Local Plan Policy SD10)

An opportunity to create a new garden village has been identified at Longcross. This would provide a new sustainable community underpinned by garden village principles. The site has been allocated in the emerging Local Plan for a minimum of 1,700 homes, up to 79,025sqm of gross employment floorspace, 36,000sqm for a data centre and associated infrastructure, open space, retail and community uses.

Current status:

Northern part of the site: Planning Permission Granted RU.13/0856 (amended by RU.16/0584), including land uses B1, sui generis Data Centre, A1-A5, C3 residential, D1 and D2. Granted in 2014 for up to 200 dwellings, including 37 affordable units, up to 79, 025sqm of gross employment floorspace, 36,000sqm for a Data Centre and 6,300sqm of retail/community uses.

Southern part of the site: Environmental Impact Assessment Scoping Opinion agreed RU.17/0793 for up to 1,400 dwellings, a primary school, 3,210sqm of commercial space (restaurants, retail, public house), 930sqm of community space, publicly accessible open space, landscaping, ecological habitats, and access. Suitable Alternative Natural Greenspace (SANG) will be provided on site, which will link to Trumps Farm.

Pre-application discussions ongoing with the Council.

Housing Allocation at Brox End Nursery, Ottershaw (Policy SL2)

A 1.4 ha site located to the South of Ottershaw allocated to deliver a high quality development that will make provision for a minimum of 40 net additional C3 dwellings;

Current status: Resolution to Grant Planning Permission subject to the completion of a Section 106 legal agreement under the Town and Country Planning Act 1990 to secure necessary obligations RU.17/1940.

Housing Allocation at Hanworth Lane, Chertsey (Policy SL3)

The site is currently under construction for 130 dwellings units on part of the site. The area of the site remaining is allocated to be developed to deliver a high quality development that will make provision for a minimum of 210 net additional C3 dwellings.

Current status:

Central part of the site: Under construction for 130 dwellings under application RU.15/0855, as updated and amended by RU.16/1198 and RU.17/0008.

Northern part of the site: Outline planning application for the erection of up to 52 dwellings (including affordable housing), vehicular access from Pretoria Road, emergency access from Hanworth Lane, open space, landscaping including sustainable drainage system and all necessary ground works. All matters reserved except for means of access, layout and scale. RU.18/0443 - Under Consideration.

Southern part of the site: Full application for the construction of 142 residential dwellings, new access road to the south of Hanworth Lane, open space, landscaping and sustainable drainage systems. RU.18/1280 - Under Consideration.

Housing Allocation at Coombelands Lane, Addlestone (Policy SL4)

A 1.9ha site located on the southern site of Row Town and allocated to deliver a high quality development that will make provision for a minimum of 40 net additional C3 dwellings.

Current status: Full Planning Permission granted for the erection of 43 dwellings and apartments (including affordable housing) with associated access, parking (including garages), landscaping, areas of open space and improvements to Hartland Road, Farm Lane and Coombelands Lane RU.16/0845 - currently under consideration.

Housing Allocation at Blays House, Blays Lane, Englefield Green (Policy SL5)

A 2.86ha site located on the southern side of Englefield Green and allocated to deliver a minimum of 100 net additional C3 dwellings.

Housing Allocation at Pyrcroft Road, Chertsey (Policy SL6)

A 6.8ha located on the western side of Chertsey and is formed from four parcels of land at Chilsey Green Farm, Grange Farm, Grange Farm Retirement Home and St. Ann's Lodge. The Council's preference is for a high quality development that will come forward in a single comprehensive scheme which will make provision for a minimum of 275 net additional C3 dwellings and 5 net additional serviced pitches for Gypsies and Travellers. The Grange Retirement Home will be retained in its existing use.

Current status: Pre-application discussions for part of the site are ongoing with the Council.

Housing Allocation at Thorpe Lea Road North, Egham (Policy SL7)

A 1.99ha site located to the North of Thorpe Lea which is part of the wider Egham urban area. The site is formed from two parcels of land at Glenville Farm and Thorpe Lea Manor. The Council's preference is for a single comprehensive scheme however separate schemes on each of the parcels of land independent from one another will not be resisted. The site as a whole is allocated to deliver a minimum of 90 net additional C3 dwellings and 2 net additional serviced gypsy and traveller pitches.

Housing Allocation at Thorpe Lea Road West, Egham (SL8)

A 6.58ha site located to the west of Thorpe Lea which is part of the wider Egham urban area. During the Local Plan period the site is allocated to deliver a minimum of 250 net additional C3 dwellings and 3 net additional serviced Gypsy and Travellers pitches.

Current status: For part of the site, which excludes the area shown cross hatched within the application, an Environmental Impact Assessment Scoping Opinion has been agreed RU.18/0372 for up to 200 residential units with associated open space, car and cycle parking and the provision of associated hard and soft landscaping.

Pre-application discussions are ongoing with the Council.

Housing Allocation at Virginia Water North (SL9)

A 19.5ha site located to the north of Virginia Water and is formed from three parcels of land at Gorse Hill House, Kenwolde and Merlewood. The Council's preference is for a development that will come forward in a single comprehensive scheme however separate schemes on each of the parcels of land independent but complimentary to one another will not be resisted. The site as a whole is allocated to deliver a high quality development which will make provision for a minimum of 120 net additional C3 dwellings and ensure that the locally listed Merlewood Care Home and its setting is maintained in its current use and enhanced.

Housing Allocation at Virginia Water South (Policy SL10)

A 5.27ha site located to the south of Virginia Water and is allocated to deliver a minimum of 140 net additional C3 dwellings and 2 net additional serviced Gypsy and Traveller pitches.

Housing Allocation at Parcel B, Vet Labs Site, Addlestone (Policy SL11)

A 4.7ha site located on the southern side of Row Town which is allocated to deliver a minimum of 150 net additional C3 dwellings and 2 net additional serviced Gypsy and Traveller pitches.

Housing Allocation at Ottershaw East, Ottershaw (Policy SL12)

A 6.6ha site is located to the south east of Ottershaw and is allocated to deliver a minimum of 200 C3 dwellings and 2 net additional serviced Gypsy and Traveller pitches.

Current status: Initial pre-application discussions have been held with the Council.

Housing Allocation at St. Peter's Hospital, Chertsey (Policy SL13)

The St. Peter's Hospital allocation comprises 12.1ha of land sitting with the larger 31.7ha Hospital Complex. The 12.1ha housing allocation is set over two parcels of 11.1ha to the west of the hospital complex and 1ha to the north east, with the hospital retained. Both sites are allocated to deliver a minimum of 400 net additional C3 dwellings.

Current status: Hybrid Planning Application (part outline, part full), RU.17/1815 for the following:

Outline application with all matters reserved for:

a) Redevelopment of west site (including demolition of all existing buildings) to provide 212 x 1, 2, 3, 4 and 5 bedroom houses and flats and 116 x 1 and 2 bedroom retirement apartments in 2, 3 and 4 storey buildings served by new access onto Stonehill Road and;

b) Construction of 3 storey acute care wing connected to existing hospital

c) Demolition of existing buildings and erection of 66 1,2 and 4 bedroom key worker dwellings and nine 1 and 2 bedroom general needs affordable dwellings in 6 x three storey buildings served by new access onto Holloway Hill.

And full planning application for:

d) Demolition of existing buildings and erection 72 x 1,2 and 4 bedrooms key worker dwellings in 8 x three storey buildings

e) Erection of single storey building and infilling at basement level to provide new staff restaurant and 1,500 square metres of retail floorspace

f) Redevelopment of car park to provide three storey/six deck multi-storey car park together with alterations to internal road layout

g) Erection of detached two storey workshop building together with alterations to car park.

Resolution to Grant Planning Permission subject to the referral of the application to the Secretary of State and the prior completion of a s106 Legal Agreement under the Town and Country Planning Act 1990 to secure necessary obligations.

Housing Allocation at Parcel A, Chertsey Bittams, Chertsey (Policy SL14)

A 7ha site located on the northern side of Green Lane, Chertsey in the Chertsey South area. The site is allocated to deliver a minimum of 175 net additional C3 dwellings and 5 net additional serviced Gypsy and Traveller pitches.

Current status: Pre-application discussions ongoing with the Council.

Housing Allocation at Parcel B, Chertsey Bittams, Chertsey (Policy SL15)

A 3.9ha site located on the southern side of Bittams Lane, Chertsey in the Chertsey South area. Over the period of the Local Plan, the site is allocated to deliver a minimum of 120 net additional C3 dwellings and 2 net additional serviced Gypsy and Traveller pitches.

Housing Allocation at Parcel C, Chertsey Bittams, Chertsey (Policy SL16)

A 1.93ha site located on the southern side of Green Lane, Chertsey in the Chertsey South area. Over the period of the Local Plan the site is allocated to deliver a minimum of 35 net additional C3 dwellings and 1 net additional serviced Gypsy and Traveller pitches.

Housing Allocation at Parcel D, Chertsey Bittams, Chertsey (Policy SL17)

A 4.14ha site located in the southwestern corner of the Chertsey South area. Over the period of the Local Plan, the site is allocated to deliver a minimum of 125 net additional C3 dwellings and incorporate the retention of the existing 93 bed care home on the site.

Current status: Outline planning application for the erection of up to 200 residential dwellings (Use Class C3) with vehicular access onto Bittams Lane, associated landscaping and public open space. RU.17/1749 - under consideration.

Housing Allocation at Parcel E, Chertsey Bittams, Chertsey (SL18)

A 3.1ha site located in the southwestern corner of the Chertsey South area. Over the period of the Local Plan, the site is allocated to deliver a minimum of 75 net additional C3 dwellings.

Employment allocations at Byfleet Road, New Haw (Policy IE1)

A site of 7.7ha allocated to deliver a high quality employment development that will provide a minimum of 20,000 net additional sqm of B1c/B8 floorspace.

Current status: Pre-application discussions ongoing with the Council.

Addlestone East Allocation (Policy IE7)

A site of 0.3ha located in Addlestone Town Centre to deliver a high quality mix use development including a mix of class A uses at ground floor level and a minimum of 70 (net) residential units.

Current status: Full planning permission for the redevelopment of land and buildings at 159-175 Station Road, Addlestone to provide a development of 2-6 storeys, comprising 74 residential units (Use Class C3), flexible retail floorspace on the ground floor (Use Class A1, A2, A3) and associated access, car and cycle parking, bin stores, plant, landscaping and amenity space).

Un-allocated Strategic Development in and adjoining Runnymede

Fairoaks Airport

The owners of Fairoaks Airport in Surrey Heath, and adjacent open land in Runnymede are proposing to develop their land for a new community.

This is a cross-boundary application and so an identical planning application has been submitted to Surrey Heath Borough Council. More information can be found on the Surrey Heath Borough Council Fairoaks Airport page.

Current status:

Environmental Impact Assessment Scoping Opinion agreed RU.18/0667 for the proposed development at Fairoaks Airport.

Planning Application:

Submission of Planning Application RU.18/1615 for the proposed development at Fairoaks Airport.

An application that straddles the boundary of Surrey Heath Borough and Runnymede Borough has been made to both Councils. It is partly a full application and partly in Outline (what is called a 'Hybrid' application) and proposes:

a) Full application for means of site accesses (including alterations to existing accesses and a new road junction onto the A320);

b) Outline application (all matters reserved) for the phased development of the site for up to 1,000 residential units (C3) and elderly care (C2); and, a total of 62,675sqm of non-residential floorspace, comprising employment (B1,B2B8), education (D1), retail (A1-A5), leisure and community (D1/D2) and a hotel (C1); and a strategic parkland and Suitable Alternative Natural Greenspace (SANG) with associated car park. The change of use of Blister Hanger (aviation to equestrian), The Pillbox (aviation to D1), Gamekeeper's Cottage (agricultural to equestrian), the retention of Woking Lodge (C3) and the retention of the Kennels (Sui Generis) and the phased demolition of all other existing buildings. Provision of supporting infrastructure, helipad and associated facilities, re-provision of existing equestrian buildings, open space and landscaping, visitor centre, associated vehicular and other access routes and related highway works.
