Fly tipping or illegally dumped waste is an eyesore and shows a complete lack of respect for the environment. Help us to tackle the problem and find out about responsibilities on householders and businesses.

Help us to catch fly tippers

If you witness fly-tipping, catch an incident on CCTV or have information about fly-tipping please contact us as soon as possible. Please follow our advice:

  • Don't confront suspects
  • Provide detailed location of the incident  (address or local landmarks) and description/photos of the rubbish
  • Provide vehicle details - make, model, colour, registration and any features or signs on the vehicle (if you are able to get a photo without putting yourself at risk this will help).
  • Evidence must be neutral to help us secure a conviction so please do not post evidence (such as an address) on social media.
  • If the waste is in the road, blocking flowing traffic call Surrey County Councils emergency number on 0300 200 1003 (including out of hours) who will respond and make the road safe. Runnymede Borough Council Officers will attend and investigate waste that is not causing an obstruction to the road. Leave the waste in the location it was found.

ClearWaste is a new way of reporting fly-tipping, via their app which is available on Apple and Android devices. Other Apps may also be available. See the bottom of the page for more information. 

Fly-tipping is a criminal offence.  An Unlimited fine and/or imprisonment applies. Vehicles suspected of being involved in fly-tipping can be seized (and destroyed or sold). See our Vehicle Seizures page 

Who clears fly-tipped material?

On council land or a public highway, please email refuse@runnymede.gov.uk.

On private land the land owner/management company is responsible for clearance, but contact us and will visit to see if there is sufficient evidence to investigate. Land owners should consider what they can reasonably do to prevent further tipping on their land; information is available from the National Fly Tipping Prevention Group

Get rid of waste correctly

Beware of rogue waste carriers - reputable companies do not usually make direct approaches.

Before you give waste to someone else, check:

  • Are they an Environment Agency registered waste carrier?
  • Where is the waste going? A legitimate company should not object to being asked questions.
  • That you get a proper receipt (Waste Transfer Note) detailing what has been removed, and where it will be going. See that the Company/trader details are included.

If in any doubt as to whether someone is a legitimate waste carrier or proper waste removal company, and they ask you to pay cash on the spot without giving you a waste transfer note, do not allow them to take your waste.

A fixed penalty notice of up to £200 may be issued to householders if your waste is found fly-tipped, or there is evidence that you did not make appropriate checks.

Businesses must keep proper records for 2 years or face a fixed penalty notice or prosecution. Email environmentalhealth@runnymede.gov.uk if you need advice about your responsibilities.

Where to take excess household rubbish

Excess household rubbish can be disposed of at the Surrey County Council Community Recycling Centres. For further information about commercial waste disposal and collections please email depot@runnymede.gov.uk

The ClearWaste app is a free and easy to use app to report fly-tipping using your mobile phone plus much more. Reports are immediately sent to the council to action. Keep up to date on the progress of your report via the app or the ClearWaste website.  The ClearWaste app can be used anywhere in the UK. No need to worry about sending it to the right council, the app knows which council to send it to.
