Premises licences and certificates

A Premises Licence authorises the use of any premises (vehicle, vessel or moveable structure or any place or a part of any premises) to carry out licensable activities. A Premises Certificate authorises registered clubs to carry out licensable activities.

One single premises licence can cover all licensable activities, however if alcohol is sold or supplied then a Designated Premises Supervisor is also required.

Premises licences and club certificates detail operating hours. A number of mandatory conditions are also placed on every licence or certificate.

Apply for a premises licence or club certificate

The Licensing Act 2003 and subsequent regulations contain a number of specific requirements for new applications and variations. It is recommended that applicants read the following guidance: pdf icon Licensing Act 2003 Section 182 Guidance [1Mb].

To prevent your application being rejected or delayed please follow our step by step guide and consider all of the guidance before applying. If you are unsure of anything, please feel free to contact the Licensing Team for further guidance.

Step one

Ensure you are aware of the requirements of the Licensing Act 2003 in regards to plans of premises and advertising applications. pdf icon LA2003 - Plans and advert information [197kb]

Step two

Read our pdf icon Statement of Licensing Policy [495kb]. This specifically mentions the steps you have to take in regards to the operating schedule and conditions.

Step three

Please read the 'Premises licence guidance for protection of children from harm' provided by Surrey County Council. You should use this information to help you complete the operating schedule, this also applies to club certificates.

Step four

Submit your application and make payment. The quickest and easiest way to do this is to apply online as this allows you to pay by debit or credit card.

As well as submitting the application to the Licensing Authority, the other Responsible authorities also must be informed of your application.  If you make the application via the licensing authority will be responsible for making all other responsible authorities aware of the application. If you submit the application as a written form or as an e-mail then it will be your responsibility to inform the other Responsible Authorities. You can save yourself a lot of time and money by submitting via the link.

If you would prefer to print a copy of an application form and sent it to us you can still do this. If you do this please note that your application will not be valid until your payment is received. This can be by cheque cash or by debit/credit card over the phone.

Step five

Ensure that you are complying with the regulations around the advertising of your application in a local newspaper and the placing of notices of the prescribed colour at the premises. Please note that your application will be delayed if this is not carried out.
