Contract Title: Community Infrastructure Levy-Viability Study

Background
The Community Infrastructure Levy (CIL) Regulations came into force in April 2010 and provides Borough and District Councils as 'charging authorities' with a new mechanism for collecting developer funding for infrastructure needed to support growth. Charging authorities must have a CIL charging regime in place prior to April 2014 to enable monies to be collected. After this date, the regulations restrict the local use of planning obligations for pooled contributions towards items that may be funded by CIL.

The invitation to tender is divided in to three parts:

Phase 1
The appointed consultant will be required to produce a borough-wide development viability assessment to be used as an evidence base to support the adoption of a CIL charging schedule across the borough and to be used as evidence at the Independent examination to justify the proposed level of charge(s).

As part of this work, the consultant will be required (based on robust evidence) to provide advice on the suitability of the Council's proposed affordable housing approach

Phase 2
The appointed consultant may be required to assist in the CIL submission and Examination stages as a separate commission. This will include some or all of the following:

  • to help assess and provide revisions (if necessary) to the charging schedule following the consultation stages (the preliminary draft charging schedule consultation and submission draft charging schedule consultation) and following receipt of Inspector's report.
  • to provide input and an expert witness role at the CIL examinations including preparation of any statements for witnesses if required.

Phase 3 
The appointed consultant may also be requested to provide advice to officers in the Development Management team on the viability of developments on a case by case basis (from 1 February 2013). This would be on a rolling basis, anticipated to be no more than 10 occasions in each year.

Contract Title: Supply of play equipment to Pooley Green open space, Egham Hythe, Surrey

Description/object of the contract: The Council invites tenders for the supply of play equipment to the specifications laid out in the tender document to be delivered directly to Pooley Green open space, Egham-Hythe at a time to be specified by the local authority.

Background : The council is inviting tenders for phase 1 of the works to install a new play space at Pooley Green. The council has designed the new play space and will be letting a separate contract for the installation.

The equipment to be provided is:

  • 1 no swing of seasoned hard wood construction suitable for 2 cradle swings. The height of the swing is to be 2 metres
  • 1 no swing of seasoned hard wood construction suitable for flat swings. The height of the swing frame is to be 4 metres from ground level. The frame should allow for 2 flat swings
  • 1 no flat rotating roundabout mounted approx. 0.7 metres above ground level and at an angle. The width of the roundabout, which should be flat, should be at least 2 metres
  • 1 no climbing structure to the specification and drawings set out in the tender document

Contract Title :  One compact mechanical sweeper.

Description/object of the contract : Expressions of interest are invited for the supply of one compact mechanical sweeper. The sweeper is to be used primarily for channel sweeping in residential areas where access is difficult due to parked cars. Vehicles capable of a payload in the range of 1.6 tonne to 2.5 tonne will be considered preferably with front mounted brushes.
