Street collection licence

Licence summary

If you are planning to collect money (including Direct Debit sign-ups) or sell articles on the street and in a public place in England and Wales to raise money for a charity and/or one of the charitable purposes as defined by the Charities Act 2006, you will usually need to have a Street Collections Licence, and personal identification badges issued by the local council.

  • Street collections are where people collect money or sell articles for charity on the street or in any public place, including supermarket forecourts and car parks
  • If collecting in the environs of a supermarket or other retail premises you will also need their permission
  • Applications should be made at least one month before the proposed date of the collection
  • There is no charge for the licence
  • Within one month of the collection you must complete a form telling the Council how much money you collected and if any money was deducted for expenses or remuneration of collectors.
  • You must have a properly sealed container to collect money in and identification

Eligibility Criteria

  • Applications must be in the form prescribed by the local authority.
  • No collector to be under the age of 16 years

Application Evaluation Process

  • Applications are acknowledged within three days
  • If the Collection is taking place within six months of the date(s) requested, the licence and badges will be issued when the Council is satisfied that the application meets the eligibility criteria
  • If the requested date(s) of the collection is more than six months away, the application is filed and considered nearer the six month issue period

Will Tacit Consent Apply?

No. It is in the public interest that the authority must process your application before it can be granted. If you have not heard from the local authority within a reasonable period, please contact it. You can do this online if you applied through the UK Welcomes service or use the contact details below.

These forms have been updated in accordance with the Charities Act 2006 (Commencement Nos. 1, 2, 3 and 4, Transitional Provisions and Savings Orders) 2007 and 2008.

Notify us of the result of a charitable collection

  • This must be done within one month of the collection date

Failed Application / Licence Holder Redress / Right of Appeal

If your application has been refused please contact Clare Pinnock at Runnymede Borough Council in the first instance.

However, there is currently no right of appeal in the case of street collections.

Consumer Complaint

In the first instance you should use the Council's complaints procedure. If your complaint has not been sorted out locally, you may contact the Local Government Ombudsman – an independent agent with powers to investigate complaints about local government.
