How the department is organised

The Technical Services department has a staff of around 150 under the Director of Technical Services.

The department is divided into three divisions - engineering, environmental protection, and planning together with the Safer Runnymede Section and an overall administration section.

The Engineering Division includes drainage, engineering, Building Control, building services, and the Direct Services organisation, which collects rubbish and is responsible for street cleaning and litter removed.

The Environmental Protection division is divided into residential and commercial teams.

The Planning division includes Development Control and Policy amd Implementation.

Director of Technical Services - Mr Peter Sims

Responsible for the overall management of the Borough Technical Services Department. Responsible for advising the Council on planning, refuse collection, engineering services, land drainage, building control, building services and their implementation where appropriate. Responsible for advising the Council on the development of land and the construction of buildings within the Borough and for developing policies and strategies to influence development. Responsible for Safer Runnymede.

Personal Assistant - Miss Joanne Massey

Responsible for the secretarial duties of the Director of Technical Services, including meetings, minutes, correspondence, leave entitlement, invoices, courses, car mileage claims, official orders, stationery, flexi-time.

Administration Manager - Mrs Julie Kitchenside

Responsible to the Director of Technical Services for the management of the administration section and budget manager.

Head of Engineering - Mr Stephen Fuggles BSc., C.Eng., MICE

Responsible to the Director of Technical Services for the direct line management of the Engineering division of the department comprising engineering services, Direct Services organisation, highways, drainage, Building Control and building services. Special interest involvement in the development and implementation of strategies to improve the efficiency and effectiveness of the department's services and capital works.

Building Control Manager - Mr David Rodgers MRICS

Responsible to the Head of Engineering for the management of the Building Control section. Responsible for the promotion and provision of services to Building Control clients, accreditation of the Building Control Section to BS EN ISO 9001 and budget management.

Head of Planning

Responsible to the Director of Technical Services on all matters affecting the development of land within the Borough and for developing policies and strategies to influence development. Direct handling of major and more complex development proposals and enforcement matters. Senior expert witness at Planning Public inquiries.

Head of Environmental Protection - Mr Dennis Speight

Responsible to the Director of Technical Services for all matters related to environmental health and protection, including food safety, pollution control and health and safety.

Community Safety Manager - Mr David Dodd

Responsible for the management and development of all aspects of the Safer Runnymede concept. This includes the town centres' CCTV system and developing partnerships to extend that system, the speed control strategy, the community constable scheme and monitoring the Community Care Alarm system. Responsible for community safety activities and developing future initiatives and budget manager. Emergency Planning Liaison Officer for the Borough.

Direct Services Organisation (DSO) Manager - Mr Dave Stedman I.Eng, FIHIE, MILE

Responsible to the Head of Engineering for managing the DSO, Chertsey Depot and the stores and purchasing and transport operations. Includes the management of the Borough's refuse collection and street cleansing contracts, Surrey County Council's street lighting contract, other streetcare functions, such as graffiti removal, and emergency planning support.

Policy and Implementation Manager - Mr Bob Etheridge B.Sc.(Hons), Dip.T.P., Dip. Surv., MRTPI

Responsible to the Head of Planning for the management of the Forward Planning Section. Particular responsibility for development plan preparation, major public inquiries and policy initiatives relating to M25/T5, promoting and preparing policy responses to consultations, support for Runnymede Business Partnership, overseeing implementation of geographical information systems, design and conservation advice, monitoring development data and budget manager.

Development Control Manager - Mr Colin Harrison B.A.(Hons), MRTPI

Responsible to the Head of Planning for the management of the Development Control Section and processing of all planning applications, planning appeals and planning enforcement. Budget manager for the section.
