Local Plan Core Strategy – latest news
The Local Plan Core Strategy (LPCS) is now the foundation of the Borough's Local Plan. It sets out the overall ambitions and priorities for the Borough, and contains a set of strategic and locational policies that are the means of ensuring their delivery. The Council has recently finished its second round of public consultation on the draft pre submission version of the LPCS.
This draft document was also subject to public consultation between 14 February and 28 March 2013, in accordance with the Council’s adopted Statement of Community Involvement and Regulation 18 of the Town and Country Planning (Local Planning)(England) Regulations 2012. A number of the representations received during this first round of public consultation raised issues which the Council considered warranted amendments to the draft document. As a result of these amendments to the LPCS, it was considered appropriate for the draft document to be subject to an additional round of consultation which took place between 22 August and 3 October 2013. The main changes that were made to the Plan prior to this additional round of consultation were to:
Policy LP02 (Housing Provision)
Policy SP03 (Gypsies, Travellers and Travelling Showpeople)
Policy SP10 (Development and Flood Risk)
Policy SP11 (a new policy on Biodiversity and Nature Conservation)
Policy SP12 (a new policy on Sustainable Development)
In addition, the Plan period has been updated from 2011-2026 to 2013-2028, and more consideration has been given throughout the document to the growing elderly population in the Borough. The proposals maps have also been subject to some amendments.

The representations received during the period of consultation are currently being considered by officers in the Policy and Strategy team before being reported to the Council’s Planning Committee on 2 December and subsequently Full Council on 12 December.

Community Infrastructure Levy
In 2008, the Government introduced the Community Infrastructure Levy (CIL) under Part 11 of the Planning Act 2008. Under current CIL regulations, on the 6 of April 2014, the circumstances in which the Council will be able to rely on section 106 contributions for the purposes of funding infrastructure will be severely limited. In view of this, if the Council wishes to continue funding infrastructure improvements in the Borough through developer contributions after this date, it will need to implement a CIL charging regime, as it will no longer be able to use its tariff based system. The Council therefore compiled a Preliminary Draft Charging Schedule, based on independent viability evidence, which was also subject to public consultation between 22 August and 3 October 2013. The PDCS and supporting viability evidence can be seen below. The representations received during the period of consultation are currently being considered by officers in the Policy and Strategy team before being reported to the Council’s Planning Committee on 2 December and subsequently to Full Council on 12 December.
It is anticipated that the Council will commence consultation on its draft charging schedule on 27 December 2013.
